Fallout 4 Getting a Clue and Reunions

Getting a Clue begins in Nick's office. After finishing Nick's interrogation, you'll head out to find clues about Kellogg's whereabouts.
Follow Valentine up to the house, and he will try to pick the lock, however it proves too hard for him. He then gives you the chance to try, however you will need to have leveled up quite a bit to have access to the necessary perks, so it's likely you can't open it either.
If the door is still locked, Valentine will suggest you go visit the mayor. Head to the elevator, take it up to his office and speak with him. If you have a high charisma, you can potentially persuade him into giving you the key. If not, you will need to speak to the secretary. However, all of that can be skipped if you don't mind a more, criminal approach.
Inside his safe is the key you need, however you can't simply steal it while standing in front of him. Instead, hide behind the TV that is beside the safe. It will act as an obstruction, but it's also small enough that you can see around it and still interact with the safe. Crack the lock open, and take the contents.
No matter your method, once you do finally have the key, return to Valentine and open the door. Once inside, you will notice a lack of items, and Valentine will comment on this. Look under the desk on the bottom floor to find a switch that opens a secret room.
There are all kinds of goodies in this room, but the point of interest are the named cigars on the table. Once you interact with them, it begins some dialogue that ends with you getting Dogmeat to track the scent of the cigar.
Follow Dogmeat, and he will lead you out of town, and also begin the next quest, Reunions.

This mission picks up immediately after ending Getting a Clue.
Dogmeat will lead you out of town a fair bit then stop near a small dock on some water. Look down to spot an ashtray with one of the rare cigars in it. Interact with it, and Dogmeat will set off again.
Continue on to Fort Hagen.
